I am a resident of Delhi Ncr, I got an SC Category rank of 46234 in JEE mains 2020. Am I eligible to get admission in any NIT?? LIke any NIT or IIIT in Specifically Mechanical or ECE branch??? My home state is Rajasthan.

According to the category rank you have mentioned in the question you cannot get any of the NITs or IIITs as per previous year's cut-offs but yes I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.
Note that the cut-offs are bound to change every year depending upon various factors.
