I am an obc candidate so will i be able to do round 3 of upsee counselling nd what if i didn't chose any of the option from freeze n float?

The upsee counselling has be going on . So according to your query you can participate in the third round of counselling . If you don't choose any option such as freeze the options will be automatically . And also you are able to participate in the third round of counselling
