As per your requirement, i would say that you are definitely eligible for state as well as aiq of 85% and 15% respectively.

As per the eligibility criteria, it is clearly mentioned that only natives of the state can compete for the 85% state quota seats.

But if you are a permanent resident of delhi for 6 years or more and in your case since your daughter has studied for 16 years in delhi,Your daughter can compete for the 85%  State Quota seats.

Moreover she will get the domicile of delhi state only if she can provide her education history in delhi.
