i am applying for clat exams this year but i dont have a state domicile certificate, is it compulsory to provide with that specific document

The answer to your query is no!, it isn't necessary as you will be submitting your class 12th marksheet which will show where the candidate has appeard from, provided he/she is appearing in the current year.
