i am belonging to ST category but my certificate is not made yet, if i appear as open category this year please tell whether next year it could be changed to ST next year for ITT JEE

Yes definitely you can register with ST category in next attempt of JEE-Main which will be of 2022 even if you register as General candidate for current attempt.
On July 15th 2021, the dates for May session(or session-4) of JEE-Main 2021 are revised and now the session-4 will be conducted on August 26th, 27th and 31st and on September 1st and 2nd. And the application process for session-4 has also been re-opened from today till August 11th 2021 till 9 PM.

Now if you want to apply for upcoming session i.e. May session(or session-4) or if you have already applied for the upcoming session and want to make any correction in the application form or want to withdraw, you have deadline of August 11th till 9:00 PM.
You have to finalize your application forms by July 20th 2021 for JEE-Main session-4.
