Admission in Panjab University, Chandigarh for tge course of BA/BCOM LLB is done on the basis of both your result in 12th boards and entrance exam. 50% weightage is given to both the scores.
So as your boards percentage as well as your entrance exam's score both matter equally. As most of you have already got your both results a good score in it will put you at a great advantage.
There are 120 seats (both BA and BCOM) in the Chandigarh campus, 60 each in regional centres. So for the Chandigarh campus if your rank in the BA LLB merit list after combination of both scores is uner 150-180 you'll have a fair chance in the first counselling itself.
Though the cut off chances each year according to the difficulty level of the paper and the level of Competition, only a fair estimate can be made regarding the marks.
So your combined merit score is around 68 as per information given by you. Chances for Chandigarh campus for BA LLB is less. If you had commerce in 12th and have weightage of all 4 subjects then you might have better chances for Bcom LLB. Chances for regional centres are fair.
Rest, a more accurate estimate can be made after combined merit ranks are out.

My marks in 12th is 94.2% and score in entrance exam with respect to answer key is 45. I also had NSS in 11th and 12th classes both. Please tell if there is any chance of my admission in PU.And also rumours are there that this time around cut off will be lower than previous years because exam was tough. Is it true?

The rumours are just estimates being made according to level of difficulty of the paper. As per the factors it is possible the cut off is lower. But in matters like these you can't be completely sure.
According to the information you've given you seem to have chances in PU campus. But then, it's better to wait for the final merit list to be out before being too sure about anything.

Also the increase in seats is subject to the approval of the bar council so it depends on that.
