Yes you can fill the form for NEET and can give the exam. State board students are all allowed to give the NEET exam, no matter which state board they belong to.
NEET is the only exam for admission into medical and dental colleges of India, with AIIMS exam for AIIMS and JIPMER, because of which all board students are allowed to give the exam if they want to study medicine.
