Only those students can apply in 85% state quota of Gujarat, who are actually from Gujarat and they have their Domicile certificate.
Being from Rajasthan, you can only apply in 15% all india quota of Gujarat.
If you have domicile of Gujarat but you are living in Rajasthan then it is possible to apply, otherwise it isn't.
