I am living in uttar pradesh from last 11 years (earlier I used to live in bihar). Is domicile certificate still needed to get state quota in hbtu kanpur?

If you have domicile certificate of the state for 10 years you are eligible for state quota while counseling and admission. If you have domicile certificate of Uttarpradesh of atleast 10 years from now you are eligible for admission in any government college of Uttarpradesh through 85% State quota.
