For students enrolled in any programme of IGNOU, they can refer to the following sites for any kind of grievances, you may try this one mentioned below-

If this doesn't work out, probably you have to visit the Regional Centre in person to sort out this issues, Study Centre isn't responsible for all these things, in fact the role of study centre is limited in terms of submitting assignments and conducting TEE, they can advice you what to do but they won't be able to help you, these matters are handled by RC only.
Usually, people are not really attentive to calls of students at Regional Centres, it's an unfortunate thing but that's the case.
You'll be able to download the ID from the admission portal of IGNOU, it's a digilalized one nowadays, and coming to assignments, I don't think they have yet uploaded assignments question for July Session yet, you can refer to the assignment site of IGNOU for BCom programme-
