State quota is provided to a candidate if and only if the candidate has passed his 12th boards exam from a school of the state itself. So as you say that you have appeared for 12th class from Rajasthan so this makes Rajasthan as your Homestate. Although you can still get an admission in VNIT Nagpur but won't be able to utilize the benefits given to a candidate of home state.
