Yes, you can apply for the central EWS quota. But your state might not issue the certificate to you. EWS is for general candidates having no other reservation and solely based on economic conditions they are given the reservation. As you have an OBC reservation you are not eligible for the EWS quota. You cannot have two reservations one in the state and one in the centre. If you satisfy all the criteria put forward by the government of India for EWS eligibility like the yearly income criteria, agricultural land norm etc., then you are eligible for the central EWS quota. But you have to apply for this quota from your regional Tahasildar office etc, the state authority might not issue this certificate to you as you have one quota before. Your earnings and assets are to be verified by a state officer only. Reservations in respect of State Government schemes are enforced by local government. For reservations, the State Government assembles the record of OBCs which sometimes may not get a place in the Central list. The castes which are included in the state list might not find their place in the centre list because the centre list will take the whole country into account while making a decision. For example, a caste may be powerful in one state but a miserable situation in the other. Some caste may be under one caste or category in a state and in another state they are maybe under any other caste. Caste is a subjective category which implies that it is state-specific. State issued caste certificate is granted by the state councils and it is expected for the documentary proof in state exams or state government jobs. Center issued caste certificates are expected for any national-level exams or jobs.
