Colleges lay down a set of criteria in deciding the domicile category of students. I am listing below a summary of the domicile categories (not particularly of Rajasthan but of different states) that I have personally come through while applying for colleges:
1.) Candidate is a resident of respective state and has passed classes X and XII from the state.
2.) Candidate is a resident of respective state and has passed class XII from the state but passed class X from a different state.
3.) Candidate is a resident of respective state and has passed class X from the state but passed class XII from a different state.
4.) Candidate's parent(s) is a resident of the respective state and candidate has passed both classes X and XII from anoher state(s).
Now, for each category mentioned above, a different domicile certificate is generated. Whether preference is given to any one category or not, is completely decided by the respective colleges.
So if completing class XII from Gujarat Board will affect your admission in Rajasthan or not , depends completely on the eligibilty criteria and marking scheme laid down by the universities and colleges.
