It changes from year to year. It's because of the fact that the ministry wants about 2 Lakh people to write JEE advanced, putting all the castes together. So it depends on how the first 2 Lakh people or so have performed that year. If the performance is better than the previous year, the cutoff scores will increase. If not it'll decrease. So it really depends on statistics that vary from year to year and there is no definitive answer to your question.
But now the board scores have been removed from 2017 onwards. From what I have noticed, people at NIT may have good JEE main scores coupled with bad board scores but it is rather rare in the opposite case. By a good score, I don't mean 200+, I just meant a few tens above the cutoff for that year, like a 120 or 130.
Now that the board scores have been removed, there are going to be more candidates with better JEE Main scores, so it is natural to expect the cutoff to increase.
Whether this cutoff would increase two fold, three fold or by just a fraction is anybody's guess.
And also, scoring just above the cutoff does not warrant an admission. You need to be a few miles ahead so that you're rank is good enough to give you a seat of your choice in your preferred college.
