I completed my 12th in Andhra Pradesh but my adhaar card is of odisha. So, in JEE , my home state will be considered as Andhra or Odisha ?

I also had the same problem when I completed my class 12th. I did my 10+2 from Kota, Rajasthan but I have been living in Kolkata till class 10th and my Adhaar is also of West Bengal.
According to rule, you are considered to be a domicile of a state if you study in that state for at least 10 years and one of your parents has some or the other type of business transactions in that state.
So since you are actually from Odisha, thus you will be a domicile of Odisha itself. But to avail home state category in NIT, you will need a Domicile certificate that can be made in a government office.
So you can avail Home State quota of NIT Rourkela.
