Yes you can use it instead of domicile certificate because it is valid document used instead of domicile certificate.

Dont worry you can also use form 11 or incorporate certificate instead of domicile certificate.

If you don't have domicile certificate you can also use other following documents :

For obtaining the Domicile certificate following documents are required :
