i failed in 12th cbse exam, can i get my 12th failed tc ??

Yes definitely, Even if you fail in your class 12th examination, you can ask your school for issue of Transfer Certificate, as you automatically become the student of next 12th class. However, If you do not pay fees, then after a few days, depending on your school rules, your name would be struck off.
