I got 100 in CS, 94 in Maths and total 87% in ISC. But my wbjee rank is 46k, so should I go for B.Tech OR BSc in CS in a renowned college?

If you are planning for UPSC then go for bsc ...

As it is 3 year course and you will get enough time to prepare for upsc
