No it is impossible for you to get a free seat unless you belong to an sc or st category and your college fee is less than 96000.

According to the Ts EAMCET guidelines a candidate will be eligible to get a free seat only if his rank is below 10000.

And for sc and st candidates government offers reimbursement of 96000 per year.

So you will be eligible for free seat only under the above mentioned two cases.
