Congratulations on getting such a wonderful rank by your performance in higher secondary examinations. See the fee category you will get depends upon the course you opt for. For example if you want to get a seat in core CSE your fee category will be 2. Similarly if you prefer some specializations your chances of getting lower fee category become better. For example with the mentioned rank you will get CSE with specialization in Data science in category 2 at Vellore but at the same time you can get cse with specialization in business analytics in category 1 at Chennai.
