I got 1982 rank in vitmee entrance in mechanical branch ..am I able to join councilling?

Yes, without any doubt you have scored a very good rank in the exam and i am sure you'll be able to get your desired branch in the counseling so positively go for counseling till then you could check what branches and subjects you might get with this rank by goin through previous years cutoffs.
