Well, as per this year's closing marks in Round 1 NEET Counselling 2019, you unfortunately cannot get MBBS or even BDS at any of the Government Medical and Dental Colleges. Even many of the Best Private Medical and Dental Colleges have a higher closing marks or what you say as cutoff.
