i got 24marks in gate 2019 and now i get 20 marks in gate 2020 so is it possible to take addmission on basis of gate 2019score??

Yes, as GATE score is valid for 3 years you can use 2019 GATE score to get admission in M.tech or for recruitment purpose even though you have appeared in GATE 2020. You must have taken admission or joined in any job with 2019 GATE score.Also you must have valid GATE score and you must have qualified GATE 2019.
