Hello dear, being honest in this AIR it is not possible that you will get III Delhi, and this EWS concept is introduced this year only thus it quite tough to say how it will affect the seat matrix, so according to me there is some possibility on the basis of your EWS rank that you will get IIIT Delhi. I regret to inform you that with a ews rank of 3500 you cannot get admission into iiit delhi .
As iiit delhi is one of the prestigious college in feild of engineering so they have high cutoffs for the candidates to get admission.
For computer science branch the closing cutoff for general category student is 3k without any quota
Foe ece also closing cutoff goes maximum upto 5k .
And considering a quota the cutoff would be as low as 1k to get admission into any branch.

With this rank it will be difficult for you to get admission into these top branches in IIIT Delhi. However, if you are concerned only with the college and not with the branch then you can take admission there. You can also try for other colleges through jac and JOSAA. Also you can try for other state level engineering and private colleges. Hope this helps.
