I got 408 in neet 2019 and my AIR is 121052 nd SC AIR is 6891...will I get west Bengal government medical college?

In 2018, under State Quota, 349 marks secured a seat in Maldah Medical College under SC Category. 453 marks secured a seat in Koltaka Medical College. That was the highest marks. So going by previous cut offs, you have a fair chance at:
Bankura Sammilani Medical College
Burdwan Medical College
Nil Ratan Sircar Medical College
North Bengal Medical College among others.

But my AIR is so shocking...does not that rank affect the probability to get govt MBBS college in west Bengal

Dear Chandrika, last year score of 349 was enough to secure seat in GOVT medical college in West Bengal under STATE QUOTA for SC CATEGORY.
At 408 you stand a fair chance of getting seat in medical college.
