DHFW will release West Bengal state list for counselling for 85% seats under state quota. The cut off will be given as state rank or corresponding marks, which refers to the very last individual who was admitted in the institution. There were around 1800 seats in your state for last year, which may increase this yearowing to the increase in seats.
According to NEET 2018, the very last seat after second round of counselling for a government seat went to an individual with an AIR of 29949 with a score of 479. The said seat was for the college of Maldah Medical College, Maldah for the course of MBBS. The cut of for MOP up round and stray vacancies which are filled at institutional level might have gone lower. Therefore, you have a slim chance of making it this year.
However, keep in mind that this year the number of candidates appearing have increased and so would the cut offs, so make a well awared choice. Do not get disheartened as number of seats in government colleges have also increased. Therefore, I would advise you to apply for the counselling procedure and hope for the best.
