I got 58 marks in ts eamcet and 552 in state board I am non local and a bca student what will be my rank and college with cse

Of course your rank will also be considered. But if you are of other state, then your score will not be used for getting a government college. And your category will also not be used.
So, your only hope is private colleges with cse branches.
So, as per your rank, you will get the private colleges and if the luck is good then you will also get cse branch.
And may be your category will not be considered if you belong to other state. So there will be a high chance that admission will be given in the basis of general rank.
