I got 654 marks in EE(2019), rank 3109. Is there any chance of me getting into IITs?

Hi ! To be honest there is no chance absolutely at all. You can't have any IIT's and not even top notch nits or IIITS. Well, still you can try for BITS Pilani, nsit, DTU and other good private or government engineering College. So hope you understand and best of luck to you.
