I got 9440 rank in pessat 2019.will I get ECE in second round counselling?

The cutoff for admission in pes college is very high it is difficult to get the college at this rank in pessat entrance examination.
The cutoff for the round 1 is around 1500 for ECE and 2000 for EEE so it was difficult to jump at 9440 rank in the 2nd round their is a large gap between the cuoff and your rank...
