Delhi University is well known for its Sky touching cutoff for admissions in graduation courses. Well known colleges like Saint Stephen's, SRCC, Miranda House have even got 99.9 percent cut off for general categories in some courses.
Sorry to tell you but I don't think that it is there is any possibility to get admission in any undergraduate course with having 60% in best of four subjects if you are a general category student.
Although if you want, you can try for evening colleges or off campus colleges.
You can also try for IGNOU that is Indira Gandhi National Open University where you can get graduate through distance learning programme.

See when it comes to admissions in the University of Delhi many factors do impact whether you will get admission or not. Firstly, the admissions depend on which category you belong to like for example if you are a general category student, it is more difficult for you to get admissions than the reserved category students as %age requirement for reserved category is relatively less. Secondly, The cut-offs of every year are different and depends upon the overall result of the country. Last year the cut-offs were relatively low than the cut-offs year before. Thirdly, it also considers your achievements in extra co-curricular activities for example if you have played any sport at national level, they do give weightage to such achievements,but you need to keep in mind that they also have a selection criteria for that.
