I got a govt clg in 1st round and if I didn't get clg at 2nd round so do my payment for 2nd round would be refunded??

Yes,you may get refund from their side after deducting some processing fee.If there charge only processing fee,then you won't get any refund.Stich with 1st round results.And enjoy..

What if I have opted for upgradation for 2nd round ,and not done any online procedure of 2nd round, do I retain my 1st round clg back.
