Rajendra for this you should write a formal mail to the college administrative addressing about your problem and your request about conducting your interview in Ghaziabad itself. If everything goes right so it could be possible they can conduct your skype interview in Ghaziabad itself.
After the mail, during the office hours, you can even call the administrative office and address your query, tell them about the mail you have done and ask them to revert to your mail quickly. This is the only way you can reach out to your problem's solution.
