As you can see you have to secure a better rank to pusue btech in iet lucknow. So I will suggest you to pusue btech in a private college and with your rank you will get a good private college which offers good placement.

yes you are definetly eligible to take admission in institute of engineering and technology lucknow 2019-20.in any of  the branch as per Placement record of college is improving year by year and some great placements have been witnessed in our college like placement in Microsoft and Adobe and this year college had 200 placements even being a government college and here all the new initiatives for placements have been taken to ensure placement of maximum students.
