Cutoff: It is the score which helps you get a seat in medical college. For eg: if your score is 500 and college A cutoff is 400 and college B cutoff is 520 then you will be eligible for a medical seat in college A and not in college B.
Percentile: It is a way to divide population. Here population is the total number of applicants for the exam. 50 percentile means that that you have performed better than 50% of the population. This percentile qualifies you for counselling but it could not be guaranteed that you'll get a seat.
Minimum qualifying marks varies every year depending upon the number of applicants, number of seats sanctioned and the overall performance of the candidates.
