For tsecet if you have attended the first round of counselling only then you can attend the second round of counselling. Since you have not attended the first round you are not eligible to attend the second round too. You should have earlier checked the dates and attend every round where you can choose to accept or decline the college . You can try contacting the exam authorities with a special request which they may or may not consider.
