Dear Aspirant, a non-domicile candidate cannot participate in Karnataka State Counselling so you cannot participate in counselling. But you can take admission under Private seats and other seats category. I hope you are clear now. If you have any other queries feel free to ask. All The Best!!!

if you are not a domicile of Karnataka and if you do not fall under the eligibility criteria of counselling then you can not participate in Counselling process. although you take admission in Karnataka's various private colleges.
