I have applied for counselling and paid requisite fee but I am not eligible can I perform counselling in 2nd round ?

Hey Ktech,
If you are not elligible in 1st round then how will you elligible in 2nd round
your fee will be refunded to you just fill up the form . They will publishe the refund form soon.
