If you have a backlogs then clear it first. However, you can prepare for CAT 19 and can give an exam like a practice test and then give a final attempt for CAT 20. As, once you have cleared all your paper in graduation it will be easy to target a good college for post graduation. Also, make sure you score good percentile in CAT exam to get a call from reputed colleges.

I think to attend for the Cat exam you should have completed your graduation before or will be completing graduation this year. Si my strong suggestion is to apply for Cat and please do complete your semester backlogs before you get the counselling so that you will have your graduation certificate.
