All candidates must have as a minimum one of the following educational qualifications:
A degree from a Central, State or Deemed university
A degree received through correspondence or distance education
A degree from an open university
A qualification recognized by the Government of India as being equivalent to one of the above.

Well start from reading newspapers and watch news channels. It will help in building base. Don't go for coaching classes at first as misguidance can cost any aspirant a lot of time and money. Yes, you can prepare for UPSC exam.
To be eligible you need a graduate degree in any stream.
You should be between age of 21 to 32 years. There is a relaxation of age for reserved category.
