Well start from reading newspapers and watch news channels. It will help in building base. Don't go for coaching classes at first as misguidance can cost any aspirant a lot of time and money. Many coaching institutes are unsure how to properly guide aspirants as per the latest requirements of UPSC. Yes, you can prepare for UPSC exam.

To be eligible you need a graduate degree in any stream.

You should be between age of 21 to 32 years. There is a relaxation of age for reserved category.
