You haven't mentioned your Category. But according to 2019 Mock Counselling cut off list of 2019, a rank of 12516 secured a seat in UVCE under SC Category. That was the highest cut off rank. For other Categories it has been as follows:
General Merit: 1577
OBC: 6152
ST: 6474
Now this is 2019 mock counselling data. And cut offs change every year. If you belong to SC Category, you might have a chance. Or else, a seat in UVCE for CSE might be tad difficult. For checking the options that you may have with this rank, please use our College predictor:
