I have got 17 obc rank in MSC bioinformatics is there is any possibility of admission

Firstly congratulations on clearing your entrance exam. A 17th rank is really good. You should easily get into the university you are looking for to pursue your Masters in bioinformatics. But still I would advise you to recheck your university website and see how many seats they are offering to OBC students. That should clear your doubt.
