Greetings of the day
At first, I would like to congratulate you on successful completion of your VITEEE exam. The cut-off trends keeps changing every year and it depends on the number of students attempting the exam, difficulty level, number of available seats, etc. With a rank near to 21,000, you cannot get CSE or ECE seat in Vellore campus as the cut-off for CSE was 7000 and for ECE it was 14,500 in the year 2016. Whereas, you can secure an ECE , IT or any other seat in Chennai campus in 1st or 2nd fee categories itself.

Hope I've cleared your doubt!!
All the best for your future career
Hi,
As we all know that VIT colleges are considered as best colleges in India and the VIT Vellore is the number 1 VIT among other VIT’s so due to this the demand for Vellore Campus increases automatically and all candidates try their level best to get in this particular college. Now seeing at your rank i can say it is good, but getting CSE branch in VIT Vellore Campus is not possible at all in this rank because the demand for CSE branch is just very high and the rank required should be atleast below 4 to 5k than you have little chance of getting CSE but that doesn’t mean its over because there are many more options left in which you can definitely try ie, In VIT Bhopal and Amravati you can make a try for CSE or some other branch as well.
Thank you..
