If we go through cutoffs of last few years' then with this rank it is possible to get Computer Science and Engineering in Vellore Institute of Technology, Vellore or any other campuses. For Vellore campus, in 2015, the closing rank for the branch was 15000, while in 2016 the closing rank was 7000. The closing rank for CSE in other campuses are even higher. So you can see that the cutoffs vary every year but it seems you have fair chances of getting CSE there as you have a very good rank.
