I have got 85 mark out of 200 in wbjee. can i apply to government college for b. tech in general category???

Yes you can definitely apply for government colleges.
You can get admission in colleges like Iem,Kalyani,Heritage,etc.
Also you have little chances for getting admission in Jadavpur university.
You can check the previous years cutoff to get better idea.
