Yes you can apply for IES exam and join also but you are only eligible for the courses of non - technical post . As in IES rules and regulation which is recommended in physical examination then it has been mentioned that if you have one eye unfit then you are nit eligible for technical courses but you can apply for technical course with some subject to other parameters being in normal range .

It is not clear if you meant IES exam as a part of UPSC recruitment or admission IES Management College. If it is for IES exam through UPSC, there are approximately 21 vacancies for Persons with Physical Disabilities and 3 are allotted for Persons with Low Vision Disability. The official notification https://upsc.gov.in/sites/default/files/Notice-ESEP-2020-Engl.pdf states that Persons with Benchmark Disabilities of Low Vision Category are suggested to apply under Electronics and Telecommunications Category alone. Such persons will be provided the facility of a scribe if requested. So just to answer your question, if you have Low Vision Disability, you are still allowed to appear for IES exam should you fulfill the eligibility criteria. But if you are enquiring about IES Management College, admissions are conducted through CAT, XAT, NMAT. IFT, SNAP and they also follow the Persons with Benchmark disabilities reservation rules and so you are eligilble should you meet the eligibility criteria of the exam that you want to opt for and take admission in IESMCRC.

Ofcourse low vision is not a criteria for disqualification you can get appear for IES mba exam or go by CAT percentile too.
