yes....you can get a seat..... as you are from uttarakhand.... u must be knowing that this time VSCGMC Srinagar was the first Choice of most of the students owing to the fact that the fee there is lesser in comparison to other gmcs..... so you may not get a seat in srinagar but you will surely get a seat in haldwani and dehradune..... nevertheless don't lose hope.... ur marks are pretty decent enough to fetch you a seat in one of the medical colleges in uttarakhand.... wish you all the best

So you have good chances of getting a government medical seat through state quota in UR category with 538 marks.
