This happens sometimes because of server issues.
It would be advisable to to check you bank account statement after updating it. if the fee is deducted from your bank account and application is not paid successfully then contact the UPSEE team on their website and ask them to resolve the issue.
As per website, contact (only after a few days and checking bank balance statement)
