I have passed my 12th from WB, but My family is from Bihar, so my OBC-ncl certificate is made from Bihar, Can I get Home+Obc in Nit Dgp?

No you can't because home state quota is valid only in your domicile state

But as per the Guidelines, Home state is just the state from where I have passed My 11 & 12.

No your home state is bihar ...u can't avail wb home state qouta.
