i havegot 17000 in wbjee rank and tfw rank is 4000 can i get acollege with tfw in cse or it

You have got 17000 rank in WBJEE and twf rank 4000. See the twf hardly matters in securing branch. Most of the time it is your GMR rank or category rank which is taken into consideration for allocating branch.
Based on your rank 17000 you would not get CSE and IT in the top Government College. You will hardly get even lower branches in those colleges.
