Hi Ravindra,
I am sorry that once the last date to pay the application fees is over, you can do nothing. You can not attend the counselling. In some cases the examination department may extend the last date of payment so in such a scenario you can pay the fees. But this can't be told for sure. Contact the official website of the examination/counselling department.
